From the readings I have gathered that public relations were more important than public safety. From this new power, companies would become wealthy and well known.  The average person would be able to do things "at the push of a button." The Cold War was the back drop for almost every major political event between 1950 and 1970. In their race to attain military and political dominance, the U.S. and Russia began the greatest arms race in history, setting all other concerns aside. The greatest weapon, militarily and politically, in the U.S.'s arsenal was the atom bomb. Continued development of this bomb was essential, so it was necessary to get public support behind it. Thus the ACE was tasked with promoting as good an image of the bomb as it could while continuing development on the bomb and other nuclear powered projects such as power plants. However, in it's zealous race to win the Cold War, the U.S. (and Russia) purposefully neglected the harmful by-products of nuclear energy, giving rise to environmentalist movements in the 1970s. It seems that bureaucratic policies regarding deference did not take a long term view. The cost of promoting an energy source with such hazardous waste materials without proper technology or methods at the time undermined the very thing they sought to promote by the 1970s with the environmentalist movement. - Scott
