"Corporations were acting with foresight, singleness of purpose and vigor to control the water power of the country". So is Roosevelt saying that in regards to dams being built, it would have been possible to manage without dams? After reading more and more of the passage the book goes on to say "water resources often were developed without regards for needs other than power generation.  So there was not even a thought? Or was it just to "keep up with the times".  This was an interesting thought that I had after reading the rest of the passage.  -Jeff R.
