Lacey, I think this was an issue of what prostitution brought to Richmond's economy. If you start prosecuting one of the city's main economic draws, then the tourism, if you will, is going to suffer. By punishing "around" the actual crime, you can bring it down to a point where people may stop complaining for a while, but it will still bring people to the city. You know, it's almost like a tourism pamphlet. "RICHMOND! COME FOR THE WOMEN, STAY FOR THE SEAFOOD." -Cash
